Step 1:

Email Google - You can do this either by replying to the notification mail or using their online form.
구글에 이메일을 보낸다. - 통지 메일에 답장하거나 온라인 폼을 통해서 메일을 보낼 수 있다.

As far as the contents of your emails:
당신의 메일내용이 최대한 아래와 같기를 바란다.

o Remain Nice. Rather then going into a rant on how they can’t do this or they are being unfair, remember that they are the ones that will reinstate you so kiss a bit of butt. Use phrases like “I realize that click fraud is a real issue facing AdWords Advertisers” and “I have full respect for your program and would never violate the TOS”
의연하게 남아라. 그들에게 '이러면 안 된다', 혹은 '불공정하다'고 폭언을 하는 것 보다, 그들이 당신을 복귀 시킬지도모르는 사람인 것을 기억하고, 좀 부드럽게 대하라. "나는 부정클릭이 애드워즈 광고주들에게 실질적인 문제라고 알고있습니다."라는 문장과 "나는 당신의 프로그램(애드센스)을 전적으로 존중하며, 서비스약관을 결코 어기지 않습니다."라는 문장을 사용하라.

o Don’t Threaten Legal Action. This is a biggie because as soon as you say “I am going to sue you”, they pass your account off to the legal department who file it away awaiting your lawsuit. So unless you have already sent the paperwork, don’t even mention the word lawsuit
합 법적인 행위를 위협하지마라. 당신이 "나는 당신을 고소할꺼야"라고 말하자마자 그들은 당신의 계정을 정지시키고 소송을 대기하는 법무부로 넘겨지기에 중요한 부분이다.. 당신이 실제로 고소장을 보내지 않았다면 고소이야기는 꺼내지도 말라.

o Offer Anything You Can. This is most commonly logs but it can also include emails, letters or screenshots. Basically make the offers and be sure to let them know “If you need anything, Please let me know”
당신이 할 수 있는한 모든것을 제공하라. 이것은 대부분은 로그(기록)에 관한 것이나 메일내용, 스크린샷도 포함될 수 있다. 기본적으로 "당신들이 필요한게 있으면, 알려달라"라고 전달하라.

o Check the Grammar and Spelling. So many people put 10 seconds into their letters and not only are they difficult to understand, they severely hurt your credibility. Right or wrong, Google may think “If this guy/girl can’t take the time to properly write an email that decides the fate of their account, are they really the type of Publisher we want?”.
문 법과 철자를 확인하라. 많은 사람들이 편지를 보낼때 10초안에 작성해버리기에, 이해하기 어려워, 그것이 너의 신용에 심하게 타격을 입힌다. 옳든 그르든, 구글은 "만약 이 사람이 계정의 운명(복귀)에 대해 적절한 글을 쓸 정도로 시간이 없다면, 그들은 과연 구글이 원하는 퍼블리셔일까?"라고 생각할 것이다.

 
Step 2:
2단계

Prepare Documentation - If you think your ban was due to a jump in traffic, put together your logs and burn them on to CD as a backup to your server. If there is a reason for the traffic, try to get a letter from the refferer. In my case I wrote to the Radio Show and they provided a letter explaining the whole situation and gave their contact information.
문 서를 준비하라. - 만약 너의  계정박탈이 트래픽의 폭주에 관한 것이라면, 너의 로그와 서버를 백업하여 CD로 구워라. 만약 트래픽문제였다면,  리퍼로(주. 트래픽 유입경로)로 부터 편지를 받으려고 노력해라. 나의 경우에는 나는 라디오 쇼라는 곳에 편지를 써소 그들은 전체상황에 대해 설명하는 편지와 연락정보를 받을 수 있었다.

 
Step 3:
3단계

Don’t Give Up - Develop a regular schedule of emailing Google. Try to always save a few pieces of information so that you are able to send an email each day. It can take anywhere between 5-30 days for a human review which is what your goal is here. If you give up after 2 days, don’t expect a response.
포 기하지 마라 - 구글에게 이메일 보내기에 대한 일정을 수립하세요. 메일을 보낼 수 있도록, 항상 조그마한 정보라도 저장하도록 노력하라, 사람이 직접 내용을 검토하는데는 5-30일이 걸릴 수 있다. 만약 이틀이 지나서 포기한다면, 답장은 기대도 하지 말길.

 
Step 4:
4단계

Don’t Post About Your Experiences Publicly - A human review takes time so posting to a forum with all your details can only hurt your case for reinstatement.
당신의 경험을 여기저기 떠벌리지 마라 - 사람이 직접 내용을 검토하는데는 시간이걸리므로 그 내용을 포럼에 상세히 올리는것은 당신의 계정 복귀에 타격을 준다.

In my case, I received a lot of this advise from others who I respected and had been in the same situation. For my account it actually worked and not only did I get the account back but all back monies were reinstated.
